Background
The UNCW School of Nursing, part of the College of Health and Human Services (CHHS), has experienced significant enrollment growth since its inception in 1984. Simulation labs are important components of nursing education
RFQ Summary
The University of North Carolina at Wilmington is seeking a qualified Construction Manager at
Risk (CMR) firm to provide professional construction management services during the design and construction phases of the project. The work of the CMR will be consist of two phases. Phase I will include pre-construction services and preparation of a GMP. Phase II will include the bidding, award, and management of the project during construction. All work is to comply with the requirements of the North Carolina State Construction Office.
Project Description
McNeill Hall is an existing three-story, 75,000 square foot building built in 2010, located on the UNCW main campus. Portions of the second and third floors are slated for renovation to increase the number of nursing simulation labs and provide necessary support spaces. Portions of the building will be occupied during the renovation. A phased approach may be necessary to coordinate with academic schedules.
Project Funding
The authorized total project budget including soft costs is approximately $14,000,000. This phase of the project is estimated at approximately $7,000,000 including soft costs.
Project Schedule
The project is in design phase with completion of construction documents anticipated in October/November 2026. Construction completion is scheduled for early August 2027 to allow for Fall classes.
Pre-Proposal Conference
A Pre-Proposal Conference will be held in McNeill Hall, Room 1051B on the UNCW campus on May 26, 2026, at 10:00 am Attendance at this meeting is mandatory. Proposal Format
All proposals shall include the information requested by the attached Qualifications Questionnaire for Construction Manager at Risk. Please note, in the interest of cost-savings, consistency of submittals and more efficient use of time by the pre-selection committee, the submitted information should not include any extra marketing materials. The format of the proposal should be in 8-1/2” x 11” pages. The package length should not exceed twenty (20) double-sided pages. This limitation does not include the Cover Sheet, Tabs or Financial Statements. The submitted proposal should include: one (1) paper hard copy and one (1) electronic copy on a flash drive. Firms are requested to assure receipt of proposals at address listed below by 3:00pm on June 9, 2026. Shortlisted firms will be notified on June 12, and interviews will be scheduled for the week of June 22, 2026.
Critical Selection Factors
Critical selection factors include the following:
- Workload that is fully able to accommodate the timely execution of this project.
- Record of successfully completed projects of similar scope and schedule without major legal or technical problems.
- Previous experiences with owners and owner representatives of similar projects.
- Key personnel that have appropriate experience and qualifications.
- Relevant and easily understood graphic or tabular presentations.
- Completion of CM at Risk projects in which there was little differences between the GMP and final cost.
- Projects that were completed on or ahead of schedule.
- Previous project experience with the North Carolina State Construction Office.
- Proximity to and familiarity with the area where the project is located and the dynamics of the local market.
- Approach to each phase of construction management from design phase services through final construction. Project planning that offers the same project manager for pre-construction and construction phases will be given preference. Include information regarding value engineering, constructability issues, cost modeling and estimate, project tracking and reporting, requests for information and shop drawings, quality control, schedule and staffing plan.
- Quality of compliance plan for minority business participation as required by G.S.143-128.2. History of successful implementation of similar HUB efforts.
- Proximity to and familiarity with UNCW campus.
- Experience working on college campuses.
- Experience working on multiple simultaneous projects on the same campus.
In order to offer Construction Manager at Risk services in the response to this solicitation, the proposer must be licensed as a general contractor in the state of North Carolina.
CMR Selection Process
Following the receipt of proposals, a University Interview Committee will shortlist a minimum of three (3) firms, interview and make a recommendation of selection to the University Board of Trustees. The selected firm will contract with the State of North Carolina through the University and coordinate services with the Office of Facilities, Architectural and Construction Services.

Project Scope
Construction of a new NCAA Division 1 tennis facility to support competitive play, athlete development, and spectator engagement, including:
- 5,000 SF building with home team locker room, public restrooms, offices, observation level
- 6-8 regulation Division 1courts with spectator seating, competition-quality lighting, and fence enclosure
Total project budget, including soft costs is $5,000,000
The proposed site is on the UNCW main campus, west of Hamilton Drive near the Almkuist-Nixon building.
The anticipated construction delivery method is design-bid-build. It may be phased with courts and lighting first followed by building construction.
The design team should include a NCAA sports facility specialist to ensure full compliance with NCAA Division 1 standards and best practices for collegiate tennis facilities.
The current project authorization is for Advanced Planning only. The selected firm may be retained through full design and construction at the University's option.
Submission Requirements
Response should be electronically submitted in a single PDF format, a maximum of 20 single-sided letter-size pages excluding SF-330 form, cover page, table of contents. Maximum file size is 10MB. Submit one (1) PDF via email to jordank@uncw.edu. It is the submitting firm’s responsibility to ensure the document has been received by the due date and time. Include the following information:
- Title page showing Hamilton Drive Tennis Facility Redevelopment, firm name, date of submission
- Letter of interest/cover letter
- Specialized or appropriate expertise in the type of project
- Past performance on similar projects
- Adequate staff and proposed design or consultant team and their relevant project experience
- Current workload and state projects awarded
- Prior experience with projects involving State Construction Office
- Proposed design approach for the project
- Recent experience with project costs and schedules

The following is a list of questions and responses from the UNCW Hamilton Drive Tennis Facility Redevelopment Request For Qualifications.
- Is the 5M total project cost or construction budget?
It is the total project cost. - Is this solicitation new or the same as the previous solicitation?
It is the same project. - Will site surveying be part of the design contract, or will the university hire that service separately?
The university has the option to procure site surveys separately or to include it with a design contract. It will not be considered as criteria for this design qualifications solicitation. - Is there an anticipated schedule for the project or is that something you'd like submitting firms to provide under one of the listed bullet points, such as approach?
The university has requested full authorization from the Board of Governors. We hope to have the courts and lighting complete within 12 months after authorization, and the building completed within 24 months after authorization.
The RFQ is requesting qualifications such as the team's past history of schedule management. Any inclusion of a proposed schedule cannot be used as selection criteria. - Should the SF 330 be completed by just the prime firm, or by all consultants on the team as well?
The SF-330 should include all team members. - Can the University confirm whether a manufacturer that participates on the design team would be prohibited or otherwise disqualified from bidding on the construction contract for this project?
If a manufacturer is listed as a member of the design team, they would be ineligible to bid on the project.
